LAWRENCE PEAK OIL PLAN ¤ FINAL DRAFT RELEASED

Recently completed on the 29th of September, the final draft Peak Oil Plan was posted to the City of Lawrence web site this past week, here - Lawrence Peak Oil Plan_Final Report_29Sept11. The overall document is not too shabby, and the extensive list of community response actions is quite good.  Here are some excerpts:

"Peak oil does not mean the end of oil, but the end of cheap oil. Peak oil will have a costly inflationary effect on all aspects of our industrial society, including portable liquid fuels, agriculture (including planting, fertilizing, and harvesting), oil-dependent delivery of other energy sources, asphalt pavement, plastics, hydraulics and lubrication, and building materials.

"Peak oil also means that as global demand continues to rise, extraction cannot keep pace.  In 2010, the International Energy Agency (IEA) revised its earlier, estimate, concluding that worldwide crude oil production would never again reach the 2006 peak of 70 million barrels per day.

"Fossil fuel plays a pivotal part in agricultural production, accounting for 17 percent of our nation's total petroleum consumption.  More specifically, the average U.S. farm uses 3,000 calories of fossil energy to produce 1,000 calories of food energy; the ratio becomes even greater when the product is meat-related production such as beef.

"While the price of petroleum fuels is of primary concern due to peak oil inflation, other energy sources including natural gas, coal, uranium, biofuels, and renewable energy (for example, solar and wind power) all depend on petroleum for extraction and delivery.  The Achilles heel of fossil energy supplies is the need for non-interruptibility, because the critical feature of their end-use is the ability to power-up and power-down at will. Virtually every operational component of shipping and transit, manufacturing, commerce, and housing is designed with automated features that fail if energy supply is interrupted.

"Natural gas seems, at present, to be a cheaper alternative to petroleum. However, several court challenges involving severe environmental damage from "fracking" could soon reverse that price premium. And a May 2011 analysis by geoscientist J. David Hughes disputes the idea that U.S. natural gas can be a "bridge fuel" from high-carbon sources of energy such as coal and oil to a renewable energy future. The report focuses on many factors: freshwater contamination, toxins disposal, considerable increase of U.S. extraction rates, massive infrastructure build-out, and full-cycle greenhouse gas (GHG) emissions from shale gas that may also be worse than previously understood and possibly worse than coal."

FUKUSHIMA DAI-ICHI NUCLEAR DISASTER ¤ DAY 214

The International Atomic Energy Agency has urged Japan to take a more focused and realistic approach to dealing with radioactive contamination.  2,400 square kilometers of land would have to be decontaminated to achieve an annual radiation exposure limit of 5 millisieverts.  The government estimates this would cost more than Y1 trillion.  But a lack of available disposal sites for radioactive waste will unduly limit and hamper successful remediation activities - IAEA Urges Japan To Set Realistic Decontamination Goals.

Meanwhile, Japanese citizens are becoming increasingly anxious about nuclear power, even taking to the streets in rare protest, while their government is moving back into its old and comfortable embrace with the nuclear industry - Japan's government, people split on nuclear power.
We suggest readers avail themselves of reports from the following sources.  Japan Focus - Japan Focus, Nuclear Information and Resource Service - Nuclear Crisis in Japan - Updates, Reader Supported News - Disaster In Japan - 11 March 2011, and Fairewinds Associates - Fukushima Updates.

"SWALES, TERRACES, WATER CATCHMENTS" ¤ KANSAS PERMACULTURE INSTITUTE
Wednesday, 2 November 2011, 6:00-9:00pm  -  $$
Dreher 4-H Building, Douglas County Co-op Extension, 2110 Harper St., Lawrence KS

This lecture is part of a nine lecture series offered weekly and taught by Steve Moring of Vajra Farm Permaculture Center.  All lectures are open to the public.  This session will cover a critical component of any site design, that of maximizing water absorption and minimizing run-off.  Several techniques can be used to modify the terrain as needed, and they are best done at the outset before any planting takes place.  Water catchments can be roofs with tank storage, or ground basins like ponds or water gardens.  Swales and Key Lines are water channels that spread run-off horizontally by gravity. Terracesare on-level contours that slow the down-hill flow of water.  The lecture will be followed by a viewing of the film "Water Harvesting" by Geoff Lawton.  A percentage of the fees will support the Kaw Permaculture Collaborative and it's parent organization, the Sustainability Action Network.  For more info contact Steve Moring at (785)691-7305 or <moringse@gmail.com>.

BICYCLE SIDE LANE ON IOWA STREET IN DOUBT AT LAWRENCE CITY COMMISSION
Tuesday, 7 December 2010, 6:30pm
Lawrence City Hall, 6th & Massachusetts St., Lawrence KS 66044

Following months of deliberation, a final decision is due whether or not to include a 10-foot wide bicycle side lane along a major reconstruction of Iowa Street. The project to tear out all paving and rebuild the street to include a center auto turn lane will be done from Harvard Ave. south to the Irving Hill Rd. overpass. As a Federal Highway receiving Federal funding, Federal policy states that “Every transportation agency has the responsibility to incorporate safe and convenient walking and bicycle facilities into transportation systems". And although the bicycle facility has been proposed by S.A.N., City staff has recommended that the City Commission not fund anything for bicycles. A mere 7.1% of the total $6 million budget is all it would take to add the bicycle side lane.

If people want to read further and possibly speak their opinion at the City Commission meeting, more info can be found at the City Commission Iowa St meeting agenda_7Dec10 - when there, go to agenda item #2 and click on the various attachments.

UN CLIMATE CHANGE TALKS ¤ AKA, CONFERENCE OF THE PARTIES (COP16)
Monday-Friday, 29 November-10 December 2010
Cancun, Mexico - UN Climate Change Conference - Cancun 2010.

Under a cloud of disenfranchisement and disappointment, representatives from La Via Campesina are claiming that COP 16 is doomed to failure. "The proposals of the Cochabamba Accord on Climate Change and the Rights of Mother Earth have been left aside. The trend is to favour carbon market and REDD (Reduced Emissions from Deforestation and Degradation), this mechanism supports global privatisation of forests, jungles and territories". Organizers are calling for the rejection of REDD+, offsets, carbon markets and other false solutions to climate change that commodify forests, land, life, and water.

Meanwhile, several caravans are arriving in Cancun from San Luis Potosi, Guadalajara, Acapulco, Chiapas and Oaxaca - The international Caravan advances on Cancun to publicize the devastation of natural resources and the use of fossil fuels that the planet can no longer bear. It could be a critical confrontation however, because Cancun will be much easier than Copenhagen for the purpose of crowd control and marginalizing protests. The policia can block off the two causeways leading to the Hotel Zone, much in the way Cortez took, and then defended, Mexico City. The 50,000 credentialed delegates can fill up the posh hotels in the Hotel Zone and leave the NGOs across the lagoon, talking to themselves.

N.E. SECTOR PLAN FOR LAWRENCE AT CITY COMMISSION
Tuesday, 14 December 2010, 6:30pm
Lawrence City Hall, 6th & Massachusetts St., Lawrence KS 66044

This planning document evolved from the 2008 battle over preserving the Class I & II prime farm land in the north-east Kansas River valley. The primary issues have been proposals for warehouse and industrial uses on the farm land that would threaten our local and regional future food security, exacerbation of flooding for North Lawrence proper from more severe and frequent storms, the estimated $8 million cost to taxpayers for bringing City infrastructure to the area to subsidize private profits, and the existence of more appropriate industrial sites and zoning elsewhere in our community.

The N.E. Sector plan was supposed to regulate and limit industrialization of farm land, but over several edits, it has been weakened to the point of being ineffectual. The Citizens for Responsible Development has requested that the Industrial Section 3.2.1.4 of the Plan be the version from the third draft of the plan - to read more of the plan, go to N.E. Sector Planning Process, where you can click on the Third Draft and other materials. The City commission will be taking public comment at their meeting.

Sustainability Action Network - SAN Announcements - Greater KC via Kaw River Valley (Lawrence, KS)

WEEKLY ANNOUNCEMENTS
9 November 2010

SUSTAINABILITY ACTION NETWORK IS NOW FEDERALLY TAX EXEMPT

Recently the IRS classified the Sustainability Action Network a 501(C)(3) tax exempt organization. This was one of our primary objectives when we formed our action oriented group in late 2007. Like any 501(C)(3) organization, we can pursue educational activities and a limited extent of political advocacy, but no electoral politics of any kind. Because tax-exemption opens up broad possibilities for S.A.N. to apply for grants, we are eager to extend the scope of our community efforts. And anyone who donates money or services to S.A.N. may use that as a tax deduction on their Federal income tax return. Please remember S.A.N. in your year-end giving - (see the end of these Announcements for contact information).

KDHE DIRECTOR ROD BREMBY FIRED BY GOVERNOR PARKINSON

In the middle of pitched battle over the Tri-State/Sunflower Electric coal plant application, and on the day of hotly contested nationwide elections, Gov. Parkinson fired the man overseeing the permitting process. Roderick Bremby drew the attention of the nation in 2007 as the first state regulator to reject an air quality permit for a coal plant, declaring carbon dioxide emissions a public health risk.

By another sleight of hand similar to his end run around Kathleen Sebelius' veto of the 2008 coal plant, Parkinson acted when most people weren't watching, demonstrating once again that this Democrat governor is still the Chair of the Kansas Republican Party. Parkinson insists that this has nothing to to with Bremby's authority over the coal plant process, having given Bremby a choice to head the new Governor (Brownback) transition team, or be fired. Some choice.

At last month's Permit Hearing, KDHE had received over 6000 comments from the public. It could easily take until after 2 January 2011 to review all comments, and on that date stronger EPA greenhouse gas regulations will take effect. Coal proponents want the permit granted before that, and Bremby was in the way - Roderick Bremby Ousted by Governor Parkinson.

One issue with bearing on the Holcomb coal plant is disposal of it's toxic coal ash. The EPA is currently considering coal ash regulations, some options strong and others without teeth. If you want to comment on regulating this toxic material, go to -
Time is Short on Coal Ash Safeguards. Comments must be received by 19 November.

ECO RADIO KC ¤ WEEKLY ECOLOGICAL ISSUES RADIO SHOW
Tuesday, 9 November 2010, 12:00noon-1:00pm ¤ on Kansas City Community Radio
Listen at KKFI-FM 90.1, or on web-streaming at http://www.kkfi.org/

On Eco-Radio KC this week, host Richard Mabion and guest, John Burris, will review the good, the bad, and the ugly of 2010 for people of color in the environmental movement.

Also of ecological interest on KKFI this week:
  • On Tuesday at 6:00pm, "Tell Somebody" with Tom Klammer will focus on the Superfund contamination and cleanup of "The Federal Complex" on Bannister Road (AKA "The Kansas City Plant", and the "GSA Offices"). All these innocuous names are ambiguous distortions of what has been a nuclear weapons factory since the 1940's, exposing the workers and contaminating the soil and groundwater with beryllium and uranium. Tom attended a news conference on Monday where the EPA released findings from their investigation, and he will interview Scott Dye of the Sierra Club about the contamination report.
  • On Friday at 9:30am, the Bioneers Radio Series presents "Going Local: From Wal-Mart to Small-Mart". What are the hidden costs of lowest-cost products? Try socially irresponsible labor practices and environmental and community degradation, for starters. Author and economist Michael Shuman of Small-Mart portrays how locally-owned businesses and localized economies are circulating innumerable benefits back into the community, while raising environmental quality and the quality of life.

PERMACULTURE EARTHWORKS: SWALES, TERRACES, WATER CATCHMENTS ¤ 8TH LECTURE
Thursday, 11 November 2010, 6:00-9:00pm - $$$
Matt Ross Community Center, 8101 Marty St., Overland Park KS 66204

Steve Moring of Vajra Farm Permaculture Center will cover a critical component of any site design, that of maximizing water absorption and minimizing run-off. Several techniques can be used to modify the terrain as needed, and they are best done at the outset before any planting takes place. Water catchments can be roofs with tank storage, or ground basins like ponds or water gardens. Swales and Key Lines are water channels that spread run-off horizontally by gravity. Terraces are on-level contours that slow the down-hill flow of water. This lecture is the eighth in a nine-session permaculture lecture series, presented every week. The lecture will be followed by a viewing of the film "Water Harvesting" by Geoff Lawton. Preregistration is required, and a percentage of the fees will support the Kaw Permaculture Collaborative and it's parent organization, the Sustainability Action Network. For more information contact Steve Moring at (785)691-7305 or
